地下水开采总量控制与管理制度研究——以石羊河流域民勤盆地为例

摘要:西北内陆石羊河流域地区干旱缺水,生态环境脆弱,人类活动干预强度大、用水矛盾尖锐,地下水超采现象日益严重。因此,建立地下水开采总量控制指标,有效遏制石羊河流域地下水超采趋势,对于实现整个西北内陆河地区地下水资源可持续利用和区域经济的可持续发展具有重要的现实意义。具体研究内容如下:1、国内外研究总体进展论文从实例研究以及政策立法管理方面分析整理了地下水管理进展情况,梳理了国内外对生态需水量的确定方法,为该课题研究提供了技术方法和依据。2、典型研究区水资源开发利用情况及水资源评价方法论文从石羊河流域水文地质条件,水资源特点,流域水资源循环特征出发,分析研究了地下水开发利用情况,将生态需水量和生态地下水位作为水资源评价的两个约束条件,确定了评价典型区地下水可开采量的方法以及三个判定指标及其判定方法。3、典型研究区地下水可开采量数值模拟及可开采量评价本研究以民勤盆地做为典型研究区,利用GMS软件,将该区域含水层划分为19个区,以2001年至2010年作为模拟期,以研究区2010年末流场及长观孔水位为验证数据,采用试估—校正法,对模型参数进行率定,使模型满足拟合要求。运用上述模型,以生态需水量和生态地下水位为控制条件,对不同开采条件下的地下水水位动态进行预测并分析其开采潜力、超采程度。4、地下水总量控制指标体系及应用本研究在民勤盆地用水总量供需平衡的基础上,提出了区域地下水开采总量控制指标体系,并将该指标与现有总量指标进行了对比分析及合理性分析。5、典型超采区主要管理制度分析及对策研究本文从立法条例和制度体系等方面对现有管理体制进行了梳理,针对当前西北内陆河典型超采区地下水管理存在的问题,提出了相应的地下水管理保护措施,为西北内陆河地下水的可持续利用提供科学依据。

Abstract:The Shiyang River Basin in Northwest China is characterized by drought and water shortage, and fragile ecological environment. The intervention of human activities is intense and water conflicts are sharp. The over exploitation of groundwater is becoming more and more serious. Therefore, it is of great practical significance to establish control index of total groundwater exploitation and effectively curb groundwater overdraft trend in Shiyang River Basin, so as to achieve sustainable utilization of groundwater resources and sustainable development of regional economy in the northwest inland river area. The specific contents are as follows: 1, the domestic and foreign research progress from the overall legislative management case study and policy analysis of the groundwater management progress reviews at home and abroad on the ecological water requirement determination method, provides a method and basis for the research. 2, the typical research area development and utilization of water resources and water resources evaluation method from the hydrological and geological conditions in Shiyang River Basin, the water resources characteristics of water resources circulation characteristics of basin, analyzed the development and utilization of groundwater, the ecological water demand and underground water level as the two constraints of water resources evaluation, evaluation groundwater exploitation method and three indexes and decision method. Numerical simulation and evaluation based on the exploitation of the Minqin Basin as a typical research area in 3, typical of underground water mining, using GMS software, the regional aquifer is divided into 19 regions, from 2001 to 2010 as the simulation period, to study the flow field area at the end of 2010 and the long view of pore water for verification using the test data, estimate - correction method for calibration of the model parameters, the model can meet the requirement of fitting. Based on the above models, we take the ecological water demand and the ecological water level as the control conditions, predict the groundwater level under different mining conditions, and analyze the exploitation potential and overexploitation degree. 4, groundwater total control index system and application. Based on the supply and demand balance of Minqin Basin water supply, this paper puts forward the index system of regional groundwater exploitation gross control, and carries out comparative analysis and rationality analysis with the total index. 5, the typical main management system overdraftedzone analysis and countermeasure research of this article from the legislative regulations and system to analyze the existing management system, in the northwest inland typical of the over exploitation of groundwater management problems, puts forward corresponding protective measures of groundwater management, provide a scientific basis for the sustainable utilization of groundwater in the Northwest inland river.
